Phillip J. Martinez, LCC Foundation Chairman

Phillip J. Martinez Franken Construction Co. Inc. Vice President 2 Years. 28 Years, Chief Estimator and Lead Project Manager Las Vegas / San Miguel Chamber of Commerce, President 2 Years Luna Community College Foundation, Chair, 7 Months Board Member, North Central NM Economic Development District 2 Years.


Lorraine Martinez, LCC Foundation Vice Chairman

Mrs. Lorraine Martinez has been an educator for the past 47 years in the secondary and post-secondary setting. A life-long resident of Las Vegas, New Mexico, she completed a Bachelor of Arts Degree in Elementary Education with a minor in Spanish, a Master of Arts Degree in Bilingual Education and a Master of Arts Degree in Educational Leadership Administration, all from New Mexico Highlands University. Currently, Mrs. Martinez is full time term faculty and served as adjunct faculty for the School of Education at New Mexico Highlands University for the past 22 years.

Mrs. Martinez retired in 2003 from the Las Vegas City School District as a school Principal and Bilingual Director of 19 years and a teacher for 15 years past 21 years. In 2004, she taught at Luna Community College in the Education Department for 3 years, and then directed the Title V Federal Program for 10 years. This program was recognized as a model program nation-wide for the successes that were implemented at the Community College.

Currently, Mrs. Martinez serves on 6 City and State Boards. Las Vegas Community Foundation, Luna Community College Foundation, San Miguel Early Childhood Coalition, NM Early Childhood Task Force, AHEC (Area Health Education Center), and New Mexico Highlands University Legislative Leadership Fellowship.


Martina L. Tapia, LCC Foundation Secretary

Martina Tapia is a native of Las Vegas, New Mexico, and a graduate of Robertson High School. She attended New Mexico Highlands University and earned a Bachelor of Arts degree in Business Administration and Master of Arts degree in Curriculum and Instruction. Ms. Martina Tapia has been an educator for the past 22 years and holds New Mexico Public Education PreK-12 Administrative Licensure, School Business Official Licensure, Instructional Leader K-8 Elementary Licensure, and Instructional Leader PreK-12 Specialty Area Licensure.

Ms. Tapia taught 6th and 8th grade history for 8 years prior to becoming a school principal. Her career in education includes Grant Writer, Bilingual/Federal Programs Director, Title I Director, Director of Special Services, Director of Food and Nutrition, Director of Curriculum and Instruction and Deputy Superintendent.


Lawrence J. Quintana, Member

Mr. Quintana is currently retired and spends his time working on the family ranch. He is involved in ranching, a little farming and also forest management. He spends time teaching my grandchildren about ranching and the history and culture they come from.

Mr. Quintana is retired Luna Community College where he served as the HR Director. He also worked at Alta Vista Regional Hospital, as HR Director: This HR Director position serves as a policy expert supporting the AVRH CEO with AVRH labor relations issues such as AVRH employee rules and policy implementation bargaining agreement compliance and negotiation of bargaining agreements.
Mr. Quinta also worked for the New Mexico State Personnel Office from 2013-2017 as a Labor Relations Administrator, and the City of Las Vegas 1998-2005 as Community Service Director.

Mr. Quintana served his county in the United States Army, Armor Officer, Captain 1986 – 1996
and the United States Navy, 2nd Class Petty Officer 1979 – 1982.

Mr. Quintana has an MA Educational Leadership, NMHU, a BA History/Military Science/English, NMHU and is Graduate of West Las Vegas High School. In addition to serving on the LCC Foundation Board, Mr. Quintana is the current President of Las Vegas Citizens Committee for Historic Preservation


Jason Sanchez, Member

Jason Sanchez was born and raised in Santa Rosa, New Mexico and attended NMHU and obtained Bachelor of Science degree. Mr. Sanchez aspires to be a physician in rural New Mexico and is currently employed in the lab at Guadalupe County Hospital. Mr. Sanchez represents the Santa Rosa.


Ella E. Arellano, Member

Farmer, Rancher Business Owner Life long
Retired Superintendent, Principal, Teacher 40 yrs.
Current Board positions: Commissioner of the Acequia Madre de Holman, Acequia de la
Morada, and Acequia de la Sierra de Arriba/Mayordoma Brazo Sur 40 yrs.+
Mora Valley Chamber of Commerce 6 yrs.
Luna Community College Foundation Member 3 yrs.


Christopher Gutierrez, Member

Mr. Gutierrez was born and raised in Las Vegas New Mexico and is currently the Superintendent for the West Las Vegas School District.


Max Trujillo, Member
Mr. Trujillo was born and raised in Las Vegas, New Mexico and is a graduate of West Las Vegas High School. He is currently a San Miguel County Commissioner. Mr. Trujillo is owner of Max Trujillo Insurance Agency.
